Description: The Phillies moved back to a simplified design with their 2006 team issued set, with the fronts featuring full color photos and a white block design in one of the top corners. The horizontal card backs once again feature biographical information and complete career statistics.
How Distributed: The original 37-card set was available for sale at Citizens Bank Park throughout the first half of the season. At some point in the second half of the season, six new cards were added, and the cards of Perez, Rodriguez and Tejada were removed.
In summary, a 37-card set was available at the start of the season and a 38-card set was available at some point during the second half of the season. To have a "complete" set, there are 43 different cards needed.

Rodriguez never suited up with the Phillies. He was acquired from the Rangers in December 2005 (for Vicente Padilla) and released at the very end of spring training 2006.
The First Appearance designation is for players who have never before appeared within a Phillies team issued set. These players may have already appeared on other Phillies baseball cards. Gonzalez appears as a Phillie in name only on his 2006 Fleer and Upper Deck cards. He's wearing a Rays uniform on those cards, making the card found in this set his sole Phillies card on which he's actually wearing a Phillies uniform.

Also See: The Phillies issued a set of Wall of Fame postcards on August 11th featuring cards of the 29 Wall of Famers. I'd eventually like to put together a post on this set. On Fan Appreciation Day (September 24th), the Phillies handed out a Topps team card pack containing 27 cards with yellow ink replacing the normal foil found on regular 2006 Topps cards. There's a nice entry for the set over at 14,000 Phillies.
Trivia: Beckett.com lists the set as "2006 Phillies Postcards" and its checklist contains 38 cards, omitting the cards for Perez, Rodriguez and Tejada. This is the version of the set that was available later in the season at Citizens Bank Park.

Finally another post that I can add some knowledge to!
My notes on this show that they didn't exactly _add_ those 4 updates; they more _replaced_ other cards with those. The 2nd edition eliminated 3 cards (not 4): Tomas Perez, Ricardo Rodriguez and Robinson Tejeda.
Also, the photos were changed for Mick Billmeyer (from throwing BP in series 1 to posing in series 2) and Milt Thompson (from holding a ball in series 1 to watching BP in series 2).
From memory, I believe that the second set had a sticker on the wrapper that said "New Second Series" or something like that, unlike in prior or subsequent years where you couldn't generally tell if you had a later update unless the design changed. Also I seem to recall that when they sold the second series, it had the Cole Hamels card on top, since his arrival was a big deal that year.
P.S. The upshot of that is that the first release had 37 cards, the second release had 38 cards, and there were 43 different photocards in total (32 in both releases, 5 in only the first, and 6 in only the second, in both cases counting the 1st version of the Thompson and Billmeyer cards as being only in the first release and the second version as being only in the second release).
Great stuff Steve! Unfortunately, at some point over the last 3 or 4 years, I gave away my second set of 2006 cards once I had pulled out the four new cards.
So that means I had the updated Billmeyer and Thompson cards sitting around, but I never bothered to check to make sure all the cards matched up. Now I'll add them to the list of cards I'll try to track down!
