My philosophy exactly. I don't have any full Topps sets as old as 1956, but I do have full Topps sets* from 1972-present, and I also have a separate binder with just Phillies cards. You can't pull the Phillies cards from the Topps binders and leave gaps now, can you???
I also have a separate set of 9-pocket sheets of Phillies team photo cards, and it's the same there--so for Phillies team photo cards from 1972-present, the goal is to have 3; for earlier ones, the goal is 2 since I don't have full Topps sets from those years.
*Several need a few cards, mostly because I pulled some for getting autographed and then didn't leave good notes to myself to replace them, but most are complete or nearly so.
